As discussed in General Welfare Part 9, using the records of the North Carolina Ratification Conventions, North Carolina’s first ratification Convention in August 1788 would not agree to the constitution until several changes had been made. This was accomplished when Congress ratified the Bill of Rights in September 1789, and a second convention in North Carolina ratified the Constitution on November 21, 1789.

General Welfare Part 8 and Part 9 discusses Massachusetts, Maryland, New Hampshire, Virginia, and New York all submitting amendments with their ratification (Links on each state is to that states ratification debates, containing all proposed amendments. Rhode Island also proposed amendments, but this was after Congress had already presented the Bill of rights to the States, and North Carolina’s first Convention also listed proposed amendments, but decided not to submit them to Congress.
